Module 2 ยท Lesson 1

High-Leverage Interventions

Donella Meadows established that not all intervention points in a system are equal. Most organizations exhaust 90% of their energy on low-leverage parameters (like tweaking numbers, quotas, and deadlines), while ignoring the high-leverage points (mindset shifts, information flows, and rules).

Systems Rule: High leverage points are often non-intuitive. If an intuitive fix worked easily, the system's participants would have already solved it.

The Leverage Hierarchy

Highest Leverage
Mindset & Paradigms

The shared mental models out of which the system arose.

High Leverage
Goals & System Rules

Incentives, constraints, and feedback information structure.

Medium Leverage
Structure of Information Flows

Who has access to what data and when they receive it.

Low Leverage
Parameters & Constants

Numbers, headcount budgets, story point velocity targets.

Summary & Actionable Takeaways

To transform engineering culture and technical velocity:

  1. Audit information flows before setting new KPIs.
  2. Design self-organizing feedback loops (e.g. automated linting/testing rather than manual gatekeeping).
  3. Align incentives with holistic system health rather than isolated sub-optimizations.
